ABOUT

I am a Senior Fellow at the Robert S. Strauss Center for International Law and Security. My research focuses on Chinese foreign policy, the international human rights regime, U.S. human rights policy in East Asia, and China's crackdown on the Uyghurs.

My book China and the International Human Rights Regime: 1982-2017 investigates the role China has played in the international human rights system and was published by Cambridge University Press. The case studies in my book focus on China's behavior in the International Labour Organization's committee that hold states accountable to ratified labor rights conventions, the creation of the UN Human Rights Council, and the drafting of international conventions to combat torture.  

 

Prior to pursuing my DPhil at Oxford University, I worked at the U.S. State Department where I focused on U.S. human rights policy in East Asia, particularly China. I have studied and worked in China, including a stint as a Presidential Management Fellow at the U.S. Consulate in Shanghai. I have served as a consultant to a number of non-governmental organizations working on governance and rights issues in China. I also do pro bono advocacy for the persecuted church in China. My approach to my consulting work and academic research is enhanced by my previous work as a U.S. diplomat, my consulting opportunities with NGOs, and my academic training.
